To ensure thorough public engagement, the Secretary must hold a pre-completion public meeting with stakeholders, release a draft study for a minimum 60-day public comment period, and address substantive public feedback. Following the study, the Secretary must hold a public meeting within 60 days to present the findings and discuss public comments. Furthermore, the bill requires the Secretary to initiate a rulemaking process within 18 months after the public meeting, which will include a notice of proposed rulemaking to potentially allow composite materials for hydrogen pipeline transportation. The bill, known as the "Innovative and Safe Hydrogen Transportation Act," aims to explore and potentially facilitate safer and more innovative methods of hydrogen transportation infrastructure.
