This bill establishes the On-Site Services Program, administered by the District of Columbia's Department of Human Services (DHS), to provide grants to qualifying housing providers that offer on-site services to their residents. Qualifying housing providers are defined as those with at least 20 dwelling units where 30% of units are leased to recipients of permanent housing subsidies. The program will fund services that promote resident stability, self-sufficiency, skill-building, and health, such as health services, legal assistance, childcare, employment support, and community-building activities. Housing providers can apply for grants up to $2,000 per unit or $200,000 total, and must demonstrate resident approval of proposed services and staff qualifications. Resident participation is voluntary, and providers cannot use service participation as a basis for adverse actions against residents. Grant recipients must submit annual progress reports detailing services provided, resident participation, financial expenditures, and resident benefits. Grants can be extended for up to 24 months if initial outcomes are successful and residents continue to support the services. The program will be overseen by a nonprofit administrator selected by DHS, with the Mayor responsible for establishing specific implementation rules. The act will become applicable once its fiscal impact is included in an approved budget and financial plan.
