This bill directs the Director of the United States Holocaust Memorial Museum to develop a comprehensive curriculum for secondary schools focusing on the antisemitism surrounding Hamas' October 7, 2023 terrorist attacks against Israel. The curriculum will cover the brutal nature of the attacks, which resulted in over 1,200 people murdered and 240 people kidnapped, as well as explore the historical context of antisemitism, its role in the attacks, and how anti-Israel rhetoric spread across the United States and college campuses in the aftermath. The curriculum will specifically examine how social media accelerated the spread of antisemitic messaging and how denial and distortion of the attacks constitute a form of antisemitism. The Director is required to submit a report to Congress about the curriculum within 180 days of its completion or within 3 years of the bill's enactment. The bill uses the International Holocaust Remembrance Alliance's working definition of antisemitism and defines the October 7 attacks in detail, noting they occurred on the Jewish holiday of Simchat Torah and involved a surprise attack by Hamas, a designated foreign terrorist organization, from the Gaza Strip.
