This bill establishes a new "Fish PA" specialty vehicle registration plate through a design contest for kindergarten through fifth-grade students in Pennsylvania. The department of transportation, in consultation with the Pennsylvania Fish and Boat Commission, will solicit design entries from students and create a final plate design featuring a brook trout and the phrase "Fish PA". Drivers can obtain the special plate by paying a $43 fee in addition to standard registration fees, and the plate can only be used on passenger cars or trucks weighing up to 14,000 pounds. Of the $43 fee, $14 will be deposited into the Fish Fund and specifically allocated to support the Trout in the Classroom Program or a similar educational initiative. The design contest will run for 60 days, and the new plate will become available 60 days after the initial design contest, with the overall legislation taking effect 120 days after passage.
