This bill mandates that by the start of the 2027-2028 school year, all school entities in Pennsylvania must implement a "bell-to-bell" mobile device policy, meaning students will generally be prohibited from using personal mobile devices, such as smartphones, during the entire school day while on school property. The policy must outline how student possession of these devices will be restricted, though schools are not required to take possession of them, and will be protected from liability for damaged or lost devices if an employee acts in good faith to secure them according to policy. Schools must also establish enforcement and oversight measures, and provide parents and guardians with written notification at the start of each year about how to contact their child during the school day and how to sign up for emergency notifications. Exceptions to the ban are allowed for students with documented medical conditions, those with an Individualized Education Program (IEP) or 504 service agreement that includes mobile device use, English learners needing devices for translation, or when a teacher instructs students to use their devices as an instructional tool under specific principal approval and for limited circumstances. Principals may also request one-day exceptions from the chief school administrator for other situations, provided a written request is submitted beforehand. Before adopting or amending such policies, school entities must allow for public comment from parents, employees, and students, and are encouraged to engage these stakeholders. Existing policies must be updated to comply by the 2027-2028 school year, and all adopted policies must be posted online within five business days and verified with the Department of Education.
