This bill, known as the "DOD Entrepreneurial Innovation Act," requires the Secretary of each military department to designate at least five eligible research programs from the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs as Entrepreneurial Innovation Projects each fiscal year. These programs will be selected based on their potential to advance national security, provide new technologies or processes, enable alternatives to existing programs, and offer future cost savings. To accomplish this, each military department will establish an advisory panel composed of five members, including three private sector entrepreneurs, one Senior Executive Service acquisition workforce member, and one armed forces member. The advisory panel will identify and recommend eligible programs for designation, and each designated program will be included in future defense budgets and programming proposals. Designated programs will receive special consideration in the Department of Defense's planning, programming, budgeting, and execution process. The Secretary of Defense must submit an annual report to Congress detailing the progress of these designated programs, and the Secretary concerned can revoke a program's designation if it cannot meet its objectives. The bill aims to promote innovation and cost-effectiveness in military research and development by highlighting and supporting promising small business research initiatives.
