This bill establishes the State Empowerment Task Force, a multi-member group comprised of state government officials, legislative representatives, and appointed members from taxpayer advocacy organizations, safety-net hospitals, and nonprofits. The Task Force is created in response to potential federal funding disputes and perceived constitutional violations, with the primary goal of studying methods to retain federal funds that might be impounded or withheld by the federal government. Specifically, the Task Force will explore strategies such as creating a special state fund, collecting and retaining taxpayer funds, or developing other legal remedies to ensure continued access to critical services like education, healthcare, infrastructure, disaster recovery, environmental mitigation, and nutrition assistance. The Task Force is required to submit a comprehensive report to the Governor and General Assembly by March 1, 2026, including specific legislative recommendations, and will be dissolved on July 1, 2026, with the entire section of law repealed on January 1, 2027. Task Force members will serve without compensation, and the Department of Revenue will provide administrative support to the group.
