This bill removes the Government Accountability Office's (GAO) oversight and audit authorities specifically related to the District of Columbia government. The legislation would eliminate several existing requirements that currently allow the GAO to treat the District of Columbia government as a federal agency, conduct annual audits, evaluate programs and activities, and submit reports about DC government operations. The bill amends multiple sections of title 31 of the United States Code and the District of Columbia Home Rule Act to remove references to the Comptroller General (the head of GAO) from various reporting and accountability provisions. Specifically, the bill strikes language that requires the DC mayor to include GAO report compliance status in annual budgets, removes GAO's role in performance and financial accountability plans and reports, and eliminates the requirement for annual audits of DC debt service payments. In essence, the bill aims to grant the District of Columbia government more autonomy by removing federal oversight mechanisms previously exercised by the GAO.
