This bill modifies how funds from unconventional gas well fees are distributed for bridge improvement purposes, expanding the eligible uses of these funds. Specifically, the bill changes language related to bridge repair and replacement, removing restrictions on "at-risk deteriorated" bridges and instead allowing counties to use the funds to improve any county or municipal bridge, regardless of its current condition. The bill broadens the criteria for fund distribution by the Department of Transportation, which can now release money for bridge improvement plans without being limited to only repairing deteriorating infrastructure. Additionally, counties of the first or second class can now submit plans to use these funds for improving bridges owned by public transportation authorities, subject to federal and state laws and regulations. The funding distribution will continue to be proportional based on county population, but with more flexible application of the bridge improvement funds. The bill will take effect 60 days after its passage.
