This bill updates the Separations Act, which governs the procurement and specification of public building construction projects, by expanding requirements for bidding and defining "fire sprinkler and suppression services" in detail. Specifically, the bill mandates that for public building projects costing over $4,000, architects and engineers must prepare separate specifications for plumbing, heating, ventilating, fire sprinkler and suppression services, and electrical work. The contracting authority must then solicit and award separate bids for each of these work categories to the lowest responsible bidder. The bill comprehensively defines "fire sprinkler and suppression services" to include a wide range of fire protection systems and equipment, such as water sprinkler systems, water misting systems, foam systems, carbon dioxide and chemical fire protection systems, fire hydrants, standpipe systems, and related thermal and mechanical components. Additionally, the bill maintains the existing requirement that all public works contracts must comply with the Steel Products Procurement Act. The new provisions will take effect 60 days after the bill's passage.
