This bill requires the Administrator for Nuclear Security to develop a comprehensive modernization plan for the nuclear security enterprise within 90 days of the Act's enactment. The plan must focus on accelerating and modernizing Material Staging Capabilities to replace aging and over-subscribed facilities within the nuclear security complex, and must include detailed descriptions of all implementation phases and a cost estimate. The Administrator is also directed to advance Critical Decisions milestones for fiscal year 2026 and carry out this modernization plan concurrently with an infrastructure improvement program for high explosives capabilities, which includes continuing construction of the High Explosives Synthesis Formulation and Production facility. Additionally, the Administrator must provide a briefing to key congressional committees (specifically the Senate and House Committees on Armed Services and Appropriations) within 180 days of the Act's enactment, describing the Material Staging Capabilities plan in detail. The bill aims to update and improve the infrastructure and facilities supporting the United States' nuclear security operations.
