The bill stems from findings that the United States has experienced a significant increase in violent crime, with gangs reportedly responsible for an average of 48 percent of violent crime according to a 2011 Department of Justice assessment. The annual report aims to provide policymakers with up-to-date, accurate information to help develop evidence-based strategies for addressing gang-related criminal activity. The report may be classified at the discretion of the involved agencies, and the first report is to be submitted within 150 days of the bill's enactment.
