Bill Summary

Under current law, XbingoY is generally defined as a game of chance in which players pay a consideration in order to participate via a standardized card and in which winners are determined and prizes awarded in a certain way. The definition of XbingoY does not include a game using free cards and donated prizes, if any, for which no payment of consideration is made by participants. This bill provides that XbingoY does not include a game using free cards and donated prizes, if any, for which no payment of consideration is made by participants, regardless of whether the host or sponsor of the game pays consideration to another person in exchange for the prizes, supplies, equipment, or logistical support for the game.

AI Summary

This bill modifies the legal definition of "bingo" in Wisconsin's statutes to clarify that a bingo game using free cards and donated prizes, where participants do not pay to play, remains exempt from standard bingo regulations even if the game's host or sponsor pays for prizes, supplies, equipment, or logistical support. Currently, the law already exempts games with free cards and donated prizes where no participant pays to participate, but this bill explicitly expands that exemption to include situations where the game organizer might incur costs in setting up or running the game. The change appears designed to provide more legal certainty for charitable or community organizations that might host such games by ensuring that their bingo events won't be considered standard regulated gambling if they use free cards and have donated prizes, regardless of the organizer's behind-the-scenes expenses.
