Bill Summary

The bill creates a new grant program administered by the Board of Regents of the University of Wisconsin System. This program provides grants in the form of Xlast-dollar awardsY to supplement the gap between any scholarships or grants that an eligible student receives outside of this program and the full cost of tuition and segregated fees during either eight consecutive semesters for incoming freshmen or four consecutive semesters for incoming transfer students. Summer terms are not counted in the consecutive semester count, and students may not receive the grants for summer terms. Students eligible for the grants must be new incoming students enrolled in their first bachelor[s degree whose household federal adjusted gross income is equal to or less than $71,000 a year and must be enrolled in an on-campus program at a UW System institution other than UW-Madison. The bill requires the Board of Regents to promulgate rules to implement and administer the grant program. For further information see the state fiscal estimate, which will be printed as an appendix to this bill.

AI Summary

This bill establishes a new tuition promise grant program administered by the University of Wisconsin System Board of Regents, designed to help low-income students cover their tuition and fees. The program provides last-dollar grants to supplement other scholarships or grants, helping eligible students bridge the gap between their existing financial aid and the full cost of tuition and segregated fees. To qualify, students must be Wisconsin residents, enrolled in a first bachelor's degree program at a UW System institution (excluding UW-Madison), have a household annual federal adjusted gross income of $71,000 or less, and meet additional academic standards set by the board. The grants can be awarded for up to 8 consecutive semesters for incoming freshmen or 4 consecutive semesters for transfer students, with summer terms explicitly excluded from the grant coverage. Students must also be in good standing with selective service registration and have no unresolved child support obligations. The Board of Regents is granted rule-making authority to implement and administer the program, and the grants will first be available to students enrolling in the fall semester following the bill's effective date.
