This bill establishes the Artificial Intelligence in Companionship Applications Safety Act, which sets strict requirements for AI companions (digital systems using artificial intelligence to simulate human-like emotional interactions) operating in Pennsylvania. The bill defines key terms like AI, generative AI, and emotional recognition algorithms, and mandates that AI companion operators implement specific safety protocols, including the ability to identify suicidal ideation or self-harm expressions, decline to assist with suicide attempts, and provide referrals to crisis services like the 988 Suicide and Crisis Lifeline. Operators must also clearly disclose that users are interacting with an AI, not a human, by providing notifications at the start of sessions and every three hours. The bill prohibits AI companions from claiming to be licensed mental health professionals. The law will take effect 60 days after passage, applying to all AI companions used by individuals within Pennsylvania, with exceptions for AI used in customer service, research, technical assistance, or workplace productivity.
