This bill modifies Florida's transportation concurrency law by adjusting how small counties (as defined in section 339.2818(2)) plan and identify transportation facilities in their comprehensive plans. Specifically, the bill changes the language around capital improvements elements to allow small counties more flexibility in identifying transportation facilities necessary to meet or maintain current levels of service during a 5-year period. Transportation concurrency is a planning principle that ensures public transportation infrastructure can support the development and growth of an area by requiring that necessary transportation facilities be in place concurrent with the impacts of new development. The bill will take effect on July 1, 2026, and amends section 163.3180 of the Florida Statutes to provide this targeted relief for smaller counties in their transportation planning requirements.
