Provides that the vote shall solely be for the approval of the itemized statement of all purchases made using the credit card and shall not include any other expense approval. Provides that, if a township, park district, municipality, school district, or community college has a website maintained by a full-time staff, then the township, park district, municipality, school district, or community college shall publish each itemized statement on its website.
AI Summary
This bill requires townships, park districts, municipalities, school districts, and community colleges that have been issued credit cards to implement a monthly transparency and accountability process for credit card purchases. Specifically, the governing board of each entity must vote each month to verify the validity of an itemized statement detailing all credit card purchases from the previous month. These statements must be comprehensive and unredacted, with the vote focused solely on approving the credit card purchases and not bundled with other expense approvals. Furthermore, if the entity maintains a website with full-time staff, they are required to publish these itemized credit card statements on their website, enhancing public access to financial information. The bill amends several existing state codes, including the Township Code, Illinois Municipal Code, Park District Code, School Code, and Public Community College Act, to standardize this financial reporting and transparency requirement across different types of local government and educational institutions.
