This bill defines a "quintimodal transportation hub" as a spaceport area with interconnected facilities for road, rail, air, sea, and space travel, and a "spaceport director or commander" as the individual in charge of a spaceport's operations, maintenance, safety, and local agreements. It requires Space Florida, a state agency focused on aerospace economic development, to promote the development and use of these quintimodal hubs. The bill also grants spaceport operators more autonomy over their day-to-day management, with the spaceport director or commander holding primary responsibility, while Space Florida retains statewide strategic planning and economic development roles, and may only intervene in local operations if requested or required by federal law. Additionally, it mandates that each spaceport develop and maintain an operational governance plan and a list of site readiness projects, which must be submitted annually to Space Florida but do not require Space Florida's approval.
