This bill prohibits retail box stores and membership warehouse clubs from using dynamic pricing, which is a pricing system that changes prices based on external conditions like time of day, weather, or customer attributes. Under the proposed law, these stores must display uniform prices on digital price tags that are equally available to all consumers. Stores can still offer coupons, loyalty discounts, and manufacturer rebates, but these must be equally accessible to all customers and cannot vary based on external conditions. If a membership is required for a discount, the digital price tag must clearly show the regular price, the discounted price, and the membership requirement. The bill defines a "retail box store" as a chain or franchise with over 20,000 square feet of retail space, and a "membership warehouse club" as a store requiring consumers to purchase a membership to access premises or prices. Stores will be required to maintain records of price changes for at least 12 months. The law would take effect 180 days after enactment and is contingent on the passage of a related bill.
