The bill establishes a graduated penalty system for violations, with a first violation resulting in a $5,000 administrative fine, a second violation incurring a $10,000 fine, and a third violation leading to a minimum 90-day suspension of the plumbing contractor's license. To regain the license after suspension, the contractor must pass a plumbing contractor examination. The enforcing agency that discovers a violation will receive the administrative fine collected, and the department is entitled to recover actual costs and attorney fees related to investigating and adjudicating the violation. This change aims to provide more flexibility for plumbing contractors while maintaining oversight of apprentice supervision.
