This bill amends the Michigan Corrections Code to establish a formal process for prisoners to designate individuals who can receive medical information and be contacted in medical emergencies. The bill requires the department of corrections to provide each prisoner with a medical information release form and an emergency contact form upon entry into a correctional facility. Prisoners must sign these forms and provide full contact details for individuals they wish to designate. The department must instruct prisoners to keep contact information current and allow them to update forms as needed. In the event of a critical medical emergency (defined as an inpatient hospital treatment), the department will immediately notify the designated emergency contact and may arrange hospital visits by approved visitors (immediate family or clergy) while maintaining safety protocols. Prisoners can also authorize specific individuals to receive their "qualified medical information" by completing the medical information release form. The department is required to develop these forms and create an explanatory brochure within 90 and 60 days respectively of the bill's effective date, respectively.
