This resolution amends the Rules of the House of Representatives of the 153rd General Assembly to establish guidelines for remote participation during special sessions. The resolution defines a "special session" as any House convening outside the period between the second Tuesday in January and the first day of July, and allows members to participate remotely with the Speaker's authorization. To participate remotely, a member must submit a written request to the Speaker at least two hours before the session, stating the reason for remote participation. If approved, the member can engage electronically, with requirements to verify their identity, ensure all participants and the public can hear and ideally see the member, and allow full participation including voting. Members participating remotely must restate their name when recognized to speak, and all votes during sessions with remote participants must be taken by roll call. The Speaker retains discretion to approve or deny remote participation requests and must provide a written explanation for any denial. Importantly, all actions taken by a remotely participating member have the same legal effect as if they were physically present, and the rule is designed to ensure transparency and full engagement during special sessions.
