This bill amends Michigan's management and budget act to expand restrictions on state contracts with businesses engaged in certain boycotts. Currently, since October 2017, state departments and agencies cannot contract with entities that are boycotting businesses associated with a "strategic partner" (a term defined elsewhere in state law). The bill adds a new provision that, starting January 1, 2026, state departments and agencies will also be prohibited from contracting with businesses that are boycotting entities involved in conventional energy production, mining, agriculture, timber, or firearms industries. Contractors would be required to represent that they are not currently engaged in such boycotts and agree not to engage in them in the future. The bill maintains existing language about definitions of "boycott," "person," and "strategic partner" being located in another section of the law. This legislation appears designed to prevent state contracts with businesses that engage in economic boycotts against specific industries, effectively using state purchasing power to discourage such boycott activities.
