This bill requires the Secretary of Defense to establish a two-year pilot program for developing and implementing a comprehensive wastewater surveillance system at a minimum of four military installations. The program aims to improve testing, identification, and analysis of drug usage and infectious disease prevalence among Armed Forces members. The system must utilize appropriate technologies and create a uniform data system across the Department of Defense (DoD). Specifically, the pilot program must include at least one wastewater surveillance system for monitoring drug use and another for monitoring infectious diseases. The Secretary will use existing DoD resources and authorities to implement the program. Within 90 days of the program's completion, the Secretary must submit a report to congressional defense committees that includes findings, recommendations for interventions or policy changes, and an assessment of the program's effectiveness in enhancing force health protection and readiness. The term "covered drug" refers to substances on Schedule I or II of the Controlled Substances Act, with some specific exclusions for drugs that have been previously approved and on the schedule for less than 20 years.
