This resolution, known as the "Opening the People's House Resolution," amends the House of Representatives rules to create a new process for ending district work periods. Under the proposed change, any Member of Congress can submit a letter to the Clerk calling for an end to a current district work period. The Clerk must then make these letters public by publishing the names of Members who submitted such letters in the Congressional Record and creating daily cumulative electronic lists. If a majority of House Members (more than 50%) submit these letters during a district work period, that work period will automatically terminate within two days. Additionally, the Speaker would be prohibited from designating another district work period for three weeks after the House reconvenes. District work periods are typically scheduled breaks when Members of Congress return to their home districts to meet with constituents and conduct local work, and this resolution provides a mechanism for Members to potentially cut short these breaks if they believe immediate congressional action is necessary.
