Bill Summary
This bill sets vehicle miles traveled (VMT) reduction targets for the State of New Jersey. Specifically, by 2035, the bill requires a 10 percent reduction in per capita VMT and a three percent reduction in Statewide VMT compared to the per capita VMT and Statewide VMT in 2019, respectively. By 2050, the bill requires a 20 percent reduction in per capita VMT and an 8.5 percent reduction in Statewide VMT compared to the per capita VMT and Statewide VMT in 2019, respectively. Under the bill, the New Jersey Department of Environmental Protection (DEP), in consultation with the New Jersey Department of Transportation and the New Jersey Motor Vehicle Commission (MVC), is required to establish an inventory of the prior year's and 2019 per capita VMT in the State as well as the prior year's and 2019 Statewide VMT. In addition, the bill establishes the "Vehicle Miles Traveled Advisory Commission" (commission), which is to consist of certain ex officio members of State entities as well as certain public members appointed by the Governor. Under the bill, the commission is to meet at least twice each year to, at a minimum, review and publish certain information on VMT within the State, assess the State's progress toward achieving the VMT reduction targets established by the bill, and submit a written report to the Governor and the Legislature recommending changes to State programs and policies to help the State achieve the VMT reduction targets established by the bill. The transportation sector is one of the biggest contributors, both nationally and in the State, to greenhouse gas emissions due to emissions from the use of cars and trucks. By reducing VMT, which complements the State's vehicle electrification efforts, the State can meet its greenhouse gas reduction goals for the transportation sector in a timelier manner. Therefore, the Legislature determines that it is in the public interest to adopt Statewide targets for reducing VMT within the same timeframe as the State's plan to reduce greenhouse gas emissions from the transportation sector.
