AI Summary

This bill amends the Fiscal Code to modify the Budget Stabilization Reserve Fund (also known as the "rainy day fund") provisions, primarily focusing on a specific emergency transfer of $62 million related to Supplemental Nutrition Assistance Program (SNAP) benefits. The bill requires that by November 1, 2025, $50 million will be transferred to the Department of Agriculture to provide grants to food banks for staff, operations, and food purchases to help Pennsylvania families facing loss of federal SNAP benefits; $10 million will be transferred to the Department of Human Services for grants to organizations assisting senior citizens with hunger and food insecurity; and $2 million will be allocated to both departments for administrative costs and advertising the available assistance. The bill maintains the existing process for the Governor to request appropriations from the fund during emergencies, which requires a two-thirds vote of the General Assembly, and adds this specific SNAP-related transfer provision as a new subsection to the fund's regulations. The act is set to take effect immediately upon passage.
