This bill amends Michigan's Public Health Code to create a new type of ambulance operation license called an "ambulance operation adaptive care license" for basic life support services seeking to provide limited advanced life support services. The bill allows basic life support ambulance services owned or operated by a local governmental unit to apply for this new license type, which would permit them to upgrade their service level to limited advanced life support. To qualify, an ambulance operation must be designated by their local governmental unit, be able to staff and equip ambulances for higher-level life support by January 1, 2025, and only provide these services within their local governmental unit in response to 9-1-1 or emergency transport calls. Applicants must submit detailed documentation including staffing and equipment plans, medical control authority protocols, and receive a recommendation from the statewide emergency medical services coordination committee. If approved, the adaptive care license would be valid for four years, during which the ambulance operation can provide limited advanced life support services, subject to ongoing compliance with protocols and annual renewal of their regular ambulance operation license. The bill maintains existing safeguards by allowing the department to revoke the license for violations and ensuring that the adaptive care license does not impact the ambulance operation's underlying basic life support license.
