This bill requires that starting October 1, 2026, any design and construction plans for crosswalks in school zones or on public streets, roads, or highways with speed limits over 35 miles per hour (when located away from signalized intersections) must include specific traffic control devices. These devices must conform to standards outlined in the Manual on Uniform Traffic Control Devices (MUTCD), and can include Pedestrian Hybrid Beacons, Rectangular Rapid Flashing Beacons, Flashing Beacons, or In-Roadway Warning Lights. Specifically, if In-Roadway Warning Lights are used, they must be combined with either Rectangular Rapid Flashing Beacons or Flashing Beacons to enhance crosswalk visibility. The goal of this legislation is to improve pedestrian safety by ensuring that crosswalks, especially those in school zones or on faster roads, are equipped with advanced warning and signaling devices to alert drivers to the presence of pedestrian crossing areas. The bill will take effect on July 1, 2026, giving local governments and transportation departments time to plan and implement the new crosswalk safety requirements.
