This bill prohibits the use of certain second generation anticoagulant rodenticides (SGARs), which are pesticides containing specific active ingredients like brodifacoum, bromadiolone, difenacoum, and difethialone, with several notable exceptions. The prohibition does not apply to uses by state or municipal employees for public health activities, protecting drinking water supplies, controlling disease-carrying mosquito vectors, or addressing documented rodent infestations where alternative control methods have proven inadequate. Additionally, the ban excludes SGAR use in medical waste facilities registered and compliant with federal regulations, and in specific agricultural settings such as food storage warehouses, food production sites, beverage production facilities (like distilleries and breweries), and drug or medical equipment manufacturing facilities. These exceptions recognize the potential necessity of using these potent rodenticides in specific, controlled environments where public health, safety, or critical food and medical production might be at risk. The bill is set to take effect on January 1, 2027, providing ample time for affected parties to adjust their pest control practices.
