This bill authorizes the secretary of state to conduct random audits to verify the citizenship of registered voters who have provided a qualified voter affidavit as proof of their citizenship, in addition to checking existing state databases. The audits must be conducted randomly and in a statistically sound manner, with the findings to be published in a public report. If a voter's citizenship is confirmed, this will be noted in the voter registration database, and that voter will not be subject to further citizenship audits. Any information suggesting potential non-citizens found during these audits will be forwarded to the attorney general for review and action. To assist with these audits, the secretary of state may share voter data with non-state entities, but only under strict conditions, including data retention limits, prohibitions on further sharing, requirements for data security, and state ownership of the data. All data related to individuals whose citizenship is confirmed or whose cases are resolved will be permanently destroyed. Notably, the bill also includes a provision to repeal this new section on random citizenship audits on July 1, 2029, with the rest of the bill taking effect 60 days after passage.
