The resolution details the severe human rights violations these citizens experienced, including unjust detention, torture, and forced relocation to refugee camps in Nepal, where many remained for nearly two decades. The New Hampshire House of Representatives calls on the Royal Government of Bhutan to take several actions, including releasing political prisoners, restoring citizenship to those arbitrarily stripped of it, accepting the voluntary return of refugees, and establishing an independent truth commission to investigate human rights abuses from that period. Despite the critical stance on past actions, the resolution also notes that Bhutan and the United States maintain warm unofficial ties and that Bhutan has been a supportive partner in international matters, such as condemning Russian aggression in Ukraine.
