The committee will review how quitclaim deeds, which are legal documents that transfer any interest a person has in a property without guaranteeing clear ownership, are used in New Hampshire and other states, examine how these deeds can be exploited for fraud and title theft, and investigate legal and procedural changes other states have made to combat these issues. The committee is also tasked with gathering information from various experts and the public, and will then identify and analyze potential legal and procedural options for New Hampshire to reduce the likelihood of property fraud and title theft through quitclaim deeds, including their advantages, disadvantages, and costs, before reporting its findings and recommendations for new laws by November 1, 2026.
