This bill amends the Youth Employment Act of 1979 to create a one-year pilot program designed to help young parents aged 16-24 find and maintain employment. The program will provide up to 100 employment vouchers that subsidize up to 50% of an employee's hourly wage for eligible young parents living in Washington, D.C. Participating employers from public agencies, nonprofits, and private businesses must pay the remaining wage share, provide standard employee benefits, and commit to potentially hiring the employee permanently after the subsidy period. The Department of Employment Services (DOES) will manage the program, coordinate with other city agencies to identify and refer eligible participants, and potentially provide additional supportive services like transportation assistance, job counseling, and childcare resources. Employers will be prioritized from local, small, and disadvantaged business categories. By December 1, 2027, DOES must submit a report to the City Council evaluating the program's effectiveness, including participant numbers, completion rates, and job placement outcomes, with recommendations about potentially making the program permanent.
