Bill Summary

This bill requires the owner or operator of a public electric vehicle charging station to display, or cause to be displayed, the price per kilowatt-hour at which electricity is sold to consumers on a physical sign at the point of sale. At a minimum, the price per kilowatt-hour is to be displayed in a manner that is: (1) clearly and conspicuously visible to the consumer; (2) presented in a font size and format that is legible under daylight and nighttime conditions; and (3) updated in real-time or as soon as practicable to reflect current pricing. Under the bill, if the total cost of charging an electric vehicle includes fees beyond the price per kilowatt-hour, the fees are to be clearly itemized and displayed to the consumer at the point of sale. An owner or operator found to be in violation of the provisions of the bill is to be subject to a civil penalty of up to $250 for each day the violation persists.

AI Summary

This bill requires owners and operators of public electric vehicle (EV) charging stations to clearly display the price per kilowatt-hour (kWh) of electricity on a physical sign at the point of sale. The bill defines public EV charging stations as those located in publicly accessible spaces like parking lots, garages, transportation facilities, and rest stops. The price display must be clearly and conspicuously visible, legible in both daylight and nighttime conditions, and updated in real-time or as soon as possible to reflect current pricing. If additional fees are associated with charging beyond the base electricity cost, these must also be clearly itemized for consumers. The bill mandates that any owner or operator found in violation of these requirements can be subject to a civil penalty of up to $250 per day of non-compliance. The penalties will be collected through a summary proceeding in court, and the law will take effect 180 days after its enactment. The bill aims to increase transparency for EV owners by ensuring they have clear, upfront information about the cost of charging their vehicles at public charging stations.
