This bill establishes the D.C. Teen Center Fund and requires the Department of Parks and Recreation to create and operate at least four comprehensive teen centers, one in each quadrant of Washington, D.C. The teen centers will offer diverse programming including recreation and health activities, arts and culture programs, academic and career support, character-building opportunities, and special events. Each center must provide evidence-based prevention strategies, connect recreation to educational achievement, and support holistic youth development. The bill mandates that these centers be open during after-school hours, weekends, and school breaks, with staff and volunteers required to undergo background checks and trauma-informed training. A unique feature of the bill is the creation of Youth Advisory Councils for each center, composed primarily of D.C. youth and community stakeholders, who will have decision-making authority over center activities and provide recommendations on programming and operations. The D.C. Teen Center Fund will be non-lapsing and can receive local appropriations, federal grants, and private donations, with funds dedicated exclusively to teen center operations, staffing, maintenance, programming, and capital improvements. Additionally, the Department must submit an annual report to the Council and Mayor detailing center establishment, participation rates, financial statements, and recommendations for program expansion.
