This resolution establishes the procedural rules for considering H.R. 6039, a bill aimed at advancing commonsense priorities. Upon adoption, the House will immediately begin discussing the bill, with all potential points of order against its consideration automatically waived. If the ranking minority member of the Rules Committee submits an amendment in the nature of a substitute (a complete replacement of the original bill text) at least one day before consideration, that amendment will be automatically adopted. The bill will then be considered as "read" (meaning its full text is not re-read aloud), with additional points of order against its provisions also waived. The debate will be limited to one hour, equally divided between the majority and minority leaders, and will conclude with a single motion to recommit (allowing the minority a final opportunity to send the bill back to committee). The resolution also exempts this bill from certain standard House rules regarding debate and voting, and requires the Clerk to transmit the bill to the Senate within one calendar day of its passage.
