The administering institution will also be responsible for managing the program, including outreach, placement, monitoring, and reporting on its outcomes annually to the Governor and General Assembly, while ensuring the editorial independence of fellows and host newsrooms. The program's implementation is contingent upon available funding appropriated by the General Assembly.
