This bill, titled "Land and Water Management," creates a new section in Florida Statutes that prevents counties and municipalities from enacting laws, regulations, rules, policies, or ordinances that would prohibit activities on land directly next to wetlands (adjacent upland activities) if those activities are located outside of a specific wetland buffer zone, which is defined as being at least 15 feet wide and averaging 25 feet wide from the wetland. This new law clarifies that it does not apply to agreements between state agencies, water management districts, or local governments that manage water resources, nor does it affect a county or municipality's ability to regulate its own water, wastewater, or stormwater systems. Additionally, the bill repeals an existing statute related to management review teams and is set to take effect on July 1, 2026.
