This bill requires local education agencies (LEAs) in the District of Columbia serving high school students to develop and implement an AI literacy policy by the start of the 2026-27 school year. The policy must introduce artificial intelligence (AI) and generative AI concepts, define appropriate and responsible use of these technologies in educational settings, and provide guidance for critically evaluating AI tools with a focus on transparency, equity, accountability, privacy, and content credibility. The Office of the State Superintendent of Education (OSSE) will be responsible for issuing implementation guidance and developing a professional development program for educators, which includes at least one mandatory annual course on integrating AI into teaching and developing media literacy skills related to AI. The bill defines AI as a technology that simulates human intelligence through algorithms and data, and AI literacy as the knowledge and skills needed to understand, interact with, and responsibly use AI technologies. The goal is to prepare students and educators to navigate the increasingly complex landscape of artificial intelligence in educational and personal contexts.
