Bill Summary
This bill requires the Department of Transportation to establish a local intersection safety program. Under the program, DOT must 1) assist political subdivisions in improving safety at signalized and stop-sign-controlled intersections and 2) upon application by political subdivisions, make improvements or provide reimbursements or grants for improvements to signalized and stop-sign- controlled intersections on highways under the jurisdiction of the political subdivisions that are identified by the political subdivisions as having excessively high intersection crash rates. The bill also requires DOT to identify counties with the highest intersection crash rates to assist in prioritizing the improvements selected for completion under the program. The bill provides $6,000,000 for the program. For further information see the state and local fiscal estimate, which will be printed as an appendix to this bill.
AI Summary
This bill requires the Department of Transportation (DOT) to establish a local intersection safety program designed to improve road safety at signalized and stop-sign-controlled intersections. Under this program, the DOT must assist local political subdivisions in enhancing intersection safety by providing improvements, reimbursements, or grants for intersections with excessively high crash rates. The DOT will be responsible for prescribing the application process and establishing evaluation criteria for selecting intersections to improve. Using traffic and crash data from 2019 to 2024, the department will identify the 10 percent of counties with the highest intersection crash rates and prioritize improvements in those counties. The bill appropriates $6,000,000 for the program in the fiscal year 2025-26, ensuring that the DOT will expend at least this amount on assistance and improvements to local intersections, with the goal of reducing traffic accidents and enhancing overall road safety.
