This bill amends Pennsylvania state law to require firearm owners or legal possessors to report the theft or loss of a firearm within 72 hours of discovering it to local municipal police or the Pennsylvania State Police. The report must include detailed information about the firearm, such as the owner's name and address, manufacturer, model, serial number, and other relevant details. Law enforcement agencies must then enter this information into state and national crime databases within 24 hours of receiving the report. If a lost or stolen firearm is recovered, it will be returned to the lawful owner, subject to certain state police regulations. The bill establishes a graduated penalty system for failing to report a lost or stolen firearm: the first offense is a summary offense with a fine up to $500, the second offense becomes a misdemeanor of the second degree, and the third or subsequent offense is a misdemeanor of the first degree.
