This bill, called the "Improving Veterans Access to Congressional Services Act of 2025", directs the Secretary of Veterans Affairs to allow Members of Congress to use VA facilities for constituent meetings, subject to specific regulations. The Secretary and General Services Administrator must jointly identify available spaces within VA facilities for these meetings. The regulations, which must be established within 90 days of the act's enactment, require that meeting spaces be available during normal business hours, be visible and accessible to constituents, and be rented at a rate similar to comparable government office space rates. The bill includes important restrictions to prevent misuse, such as prohibiting political campaigning, soliciting political support, interfering with facility operations, or photographing patients without consent. Members cannot use these facilities during the 60 days preceding a federal election, and facility use must not impede VA operations. Importantly, the meeting space rental would be paid from the Member's Representational Allowance (for Representatives) or Official Personnel and Office Expense Account (for Senators), ensuring no additional cost to the VA.
