This bill directs the Secretary of Defense to create a pilot program that establishes partnerships between basic needs banks and military installations to provide free diapers and diapering supplies to military families experiencing financial hardship. A "covered basic needs bank" is specifically defined as a nonprofit organization that: (1) is a member of the National Diaper Bank Network, (2) has been distributing diapers for at least five years, and (3) provides diapers and other essential supplies to families at no cost, either directly or through a distribution partner. As part of implementing this program, the Secretary of Defense is required to collaborate with the National Diaper Bank Network to obtain technical assistance and help evaluate the pilot program's effectiveness. The overall goal is to support military families by addressing a critical and often overlooked basic need – ensuring access to essential infant care supplies.
