Bill Summary

A BILL IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To amend the Rodent Control Act of 2000 to require the Department of Health to require the development of a rodent abatement dashboard and report on rodent abatement efforts and permit treble fines on corrective actions; to amend the Sustainable Solid Waste Management Amendment Act of 2014 to require Department of Public Works provide notice to Advisory Neighborhood Commissions before the removal of public trash cans in residential zones and ensure that any sightings of active rodent or vector activity during the course of enforcement under the act also be referred to the Department of Health; to amend the Vector-Borne Infectious Diseases Control Act of 2004 to repeal the Vector-Borne Infectious Diseases Control Fund which is not in use.

AI Summary

This bill proposes several amendments to existing District of Columbia laws to improve rodent control and waste management. Under the Rodent Control Act, the Department of Health will be required to create a publicly accessible, machine-readable online dashboard by January 1, 2027, which will display detailed information about rodent populations, abatement treatments, and treatment request statuses, with the ability to filter data by various geographic and temporal parameters. The bill also mandates an annual report detailing rodent abatement efforts, including population metrics, treatment effectiveness, public education initiatives, and budgetary recommendations aimed at reducing the rodent population by 20% over three years. Additionally, the bill increases potential fines for rodent-related violations, allowing the city to assess up to three times the cost of corrective actions. The Sustainable Solid Waste Management Amendment Act will be modified to require the Department of Public Works to notify Advisory Neighborhood Commissions before removing public trash cans in residential areas and to refer any evidence of rodent activity to the Department of Health during enforcement actions. Finally, the bill repeals the Vector-Borne Infectious Diseases Control Fund, which is currently not in use.
