This bill, also known as the "Prioritizing Lifestyle and Activity for Youth Act" or the "PLAY Act," directs the Secretary of Health and Human Services to establish an interagency task force within 180 days of enactment. This task force, named the "Task Force on Child Wellness and Physical Activity Infrastructure," will be co-chaired by the Secretaries of Health and Human Services and the Interior and will include representatives from various federal agencies such as the Environmental Protection Agency, Agriculture, Housing and Urban Development, Transportation, Defense, and Education, along with the Administrator of the Environmental Protection Agency and the Chair of the Council on Environmental Quality. The task force's primary duties include identifying opportunities to coordinate efforts between government agencies and partner organizations to create outdoor environments that promote youth physical activity and well-being, identifying barriers to children accessing safe, community-driven outdoor spaces, and developing recommendations to improve active play, support academic learning, and create safe community centers. It will also recommend how agencies can work together to ensure "child wellness infrastructure"—defined as community-based environments like playgrounds and outdoor learning spaces designed to support children's physical activity, play, and health—meets the diverse needs of communities. Furthermore, the task force will promote successful models, such as public-private partnerships, for building evidence-based play environments. The task force is required to submit a preliminary report within 180 days of its establishment and a final report, including its recommendations, within one year of the preliminary report, and will terminate one year after the final report is submitted.
