This bill establishes a non-profit corporation to support the athletic programs of the United States Merchant Marine Academy (USMMA). The corporation will be owned entirely by the United States and operated under the oversight of the Secretary of Transportation. The bill allows the Secretary to establish a corporation that can enter into contracts and cooperative agreements, lease property, accept funds and support services, and manage trademarks and service marks related to the USMMA's athletic programs. The corporation's board of directors will serve without compensation, with Department of Transportation employees allowed to serve in an oversight capacity, limited to no more than one-third of the board positions. The bill also provides provisions for transferring non-appropriated fund assets to the corporation, accepting support from various sources like the NCAA and athletic conferences, and retaining and using funds specifically to support USMMA's athletic programs.
