Licensed dealers may provide electronic access to their records, and they can voluntarily relinquish non-electronic records after 10 years. The NTC will have remote access to query these databases, but only for specific purposes such as legitimate law enforcement investigations, foreign intelligence gathering, or compliance inspections. The databases must be searchable by transaction date, license number, and firearm descriptors like manufacturer, model, and serial number, but cannot include personally identifiable information. The bill mandates that the Comptroller General conduct biennial audits of the NTC's compliance with these requirements and report findings to Congressional judiciary committees, ensuring transparency and accountability in the database's implementation and maintenance.
