This bill modifies how municipalities can establish energy efficient and clean energy districts, which are designated areas within a town, city, or village district aimed at promoting energy efficiency and clean energy. For municipalities with a charter under RSA 49-D, their charter dictates the process. For those without such a charter, or for village districts, the governing body can now create a district after holding at least one public hearing, with specific notice requirements including publication in a local paper or prominent website posting, and the option for registered voters to petition for the question to be placed on the annual meeting warrant. County commissioners can also establish districts in unincorporated places. The bill clarifies that these districts can cover part or all of the municipality, and allows for their dissolution while ensuring existing agreements with property owners remain valid. It also updates the language regarding property assessments for qualifying improvements within these districts.
