This bill increases the limit for transferring appropriations in Carroll County from $1,000 to $10,000, both for individual transfers and cumulative total transfers. Currently, when a department head wants to transfer more than $1,000 between line items in the county budget, they must submit a written request to the county commissioners. If the commissioners approve the transfer, they must then submit a written recommendation to the executive committee. Under this bill, this formal procedure would only be required for transfers exceeding $10,000, which gives county departments more flexibility in managing their budgets with smaller transfers. The bill is set to take effect on July 1, 2026, which provides ample time for county officials to prepare for the change in appropriation transfer rules.
